■4月〜6月
4月後半、いきなりのドカ雪が降った初春でしたね。また、任期満了に伴う函館市長選挙や五町長選挙も行なわれ、函館市長選では、井上博司氏が２選を果たしました。そして6月、61年ぶりに生まれかわった新駅舎がオープンしました。そうそう、GLAYが3年ぶりにライブを行いましたね。

■7月〜9月
７月中は、夏日ゼロの日が続き、2003年はまったくもって冷夏でしたね。8月には、22年営業を続けた西武百貨店が閉店。そして、今年16回目を迎えた函館野外劇がパワーアップしてリニューアルしました。TV放映などもされ、話題になりました。

■10月〜12月
